Opportunities and Obstacles for Effective Treatment of Drug Misusers in the Criminal Justice System in England and Wales

UK government policy on drug misuse focuses on the identification and treatment of drug misusers within the criminal justice system (CJS). This review examines the elements of this policy commitment and describes the referral, community and prison-based treatment interventions that have been implemented in the English CJS. The available domestic and international research evidence for the effectiveness of these interventions is summarized and factors that are likely to affect their operation and impact are identified. The discussion addresses opportunities for contact with problem drug misusers at each stage of the CJS and recommendations are offered for improved referral and treatment pathways and management arrangements.
